Fully Financed Budgets A fully financed budget is a budget adopted by the Board of Education, which has an outside funding source for a specific use. An outside funding source is a:
District funds normally receipted in the General Fund are not to be used in fully financed budgets except in cases which require district matching funds to receive a private, state or federal grant. Most private, state or federal grants require specific reporting procedures to ensure funds are expended within the grant period and used for allowed expenditures. To facilitate this reporting requirement, the funds should be placed in a separate budget from regular district funds (hence a fully financed budget).
